That might make people think that PTSD was a problem." *I laugh bitterly and hate the government* Proposal 3: "That was really good, but we were thinking half the money." *I laugh hysterically and wish them good luck with their impossible project* Proposal 4: "Hmm, every single proposal we got was more money than we were thinking.
