Accordingly, members of the TOPSSWG argued that an open competition should be held to determine who would win the right to develop Keck interferometry with NASA's support. However, the TOPSSWG was told that NASA Headquarters had already given JPL the "programmatic responsibility" for the TOPS program. JPL badly needed this promising program and the technical jobs that would come along with it; unlike the case at other NASA centers, JPL scientists are not civil servants, and their job security is dependent on a steady flow of federal contracts.

"Another partnership of seventeen countries, several industries, and NGOs aims to promote renewable energy and efficiency. The United States is entering into a number of bilateral and regional agreements on climate change with Australia, Brazil, Canada, China, Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, the EU, India, Japan, Mexico, New Zealand, Republic of Korea, the Russian Federation, and South Africa. And finally, the United States initiated in July 2005 the Asia Pacific Partnership for Clean Development and Climate that include Australia, China, India, South Korea and Japan."

Wow, after reading that you'd think that the US is actually doing something about climate change!
